The United Nations has issued a dire warning over planned U.S. cuts to humanitarian and development aid, saying they could destabilize vulnerable regions and weaken global security.
UN Secretary-General António Guterres, speaking at a press conference in New York on Friday, cautioned that withdrawing U.S. support for global aid efforts would have devastating consequences for millions worldwide.
“Going through with these cuts will make the world less healthy, less safe, and less prosperous,” Guterres stated. “The consequences will be especially devastating for vulnerable people around the world.” He urged the U.S. government to reconsider, emphasizing that halting critical aid would not only harm those in immediate need but also undermine efforts to combat terrorism, drug trafficking, and disease outbreaks.
Millions to Lose Access to Vital Aid
The impact of these cuts is expected to be severe, with conflict zones and fragile economies suffering the most. The UN estimates that in Afghanistan alone, more than nine million people could lose access to essential health and protection services due to the suspension of mobile health teams and other critical programs. In Northeast Syria, 2.5 million people who depend on humanitarian aid may face major disruptions as U.S. funding disappears.

Ukraine has already felt the effects, as cash-based aid that supported one million people in 2024 has been suspended. In South Sudan, where U.S. assistance has played a key role in supporting refugees, the withdrawal of funds has left programs without resources, leading to overcrowded and unsanitary conditions in border areas. Guterres stressed that these numbers only scratch the surface of the crisis that could unfold if the funding reductions move forward.
Beyond direct humanitarian relief, the cuts will also have far-reaching consequences on global stability. Many UN-backed programs dedicated to fighting human trafficking, preventing the spread of infectious diseases, and maintaining security in fragile regions could be significantly weakened.
Security and Health Efforts at Stake
The UN warns that the loss of U.S. funding will severely affect global health initiatives, particularly those targeting HIV/AIDS, tuberculosis, malaria, and cholera. Many of these programs have been heavily dependent on American financial support, and without it, progress made over the past decades could be reversed.
Another major area of concern is global security. The UN Office on Drugs and Crime (UNODC), which plays a critical role in counter-narcotics operations, could be forced to scale back or completely halt efforts to combat drug trafficking. This includes programs aimed at curbing the fentanyl crisis, which has had devastating consequences worldwide. The weakening of these initiatives could allow organized crime networks to expand their reach, exacerbating an already complex global security threat.
Guterres acknowledged the historical leadership role the U.S. has played in humanitarian efforts and global stability, highlighting how American generosity has saved lives, built peace, and improved conditions across the world. He urged decision-makers to reconsider, warning that the impact of these cuts will not be limited to foreign nations but will have long-term consequences for international relations, economic stability, and security.
Despite the funding challenges, the UN remains committed to providing lifesaving aid and will continue to seek alternative sources of support. “Our absolute priority remains clear; we will do everything we can to help those in urgent need,” Guterres affirmed.
